Edwin Freiherr von Manteuffel, who was appointed as successor of Falckenstein on 20 July raised a second need of contribution of 25 million guilder. This contribution needed to be paid through the 35000 citizens of the free of charge city, between whom approximately 8000 had to pay taxes. Many citizens, amongst them all members on the senate, ended
